The first Executive Committee
members have agreed to form five committees:
- Legal Action Committee (LAC) of attorneys, who will also handle CAPA’s legal
papers as a 501(c)3 not for profit Political Action Committee – PAC – donations
to which are not tax-deductable because we can endorse political candidates,
advance partisan issues and sue the government, which we intend to do. San
Francisco attorney Bill Simpich will lead the LAC with assistance of a strong legal team.
- Research - Independent Research Associates
(IRA). Bill Kelly will continue engaging NARA staff
- PR - Public
Relations Committee that will be based on East Coast in Washington D.C. and be responsible
for devising a mass media campaign strategy and implement it via newsletter and social media to call attention to our issues and gain public support.

Fiscal Committee that will raise money
and create a budget for special projects that are proposed by committees and
approved by the Ex Com.
So far we have eight to ten people to serve in each
region and on each committee and we should begin to publicly
announce the formation of CAPA and recruit new members soon. We will have an open registration for a short while
so those we know and have worked with in the past can join and then seek public
memberships, patrons, sponsors and supporters.
Members of a regional or special committee will be asked to complete certain tasks suited to abilities,
participate in the discussions, cast votes on issues and contribute to the
achievement of our goals and the successful completion of our mission.
CAPA
COMMITTEES and their Responsibilities
Legal
Action Committee – the LAC is responsible
for drawing up the CAPA Charter and oversee the official
filing of legal papers and tax forms as well as filing civil court suits under
the CAPA name, advise researchers in their private suits and provide legal
services to committees and members.
Research
– Independent Research Associates (IRA) – Independent researchers committee
will engage Congressional and the
National Archives and Records Administration (NARA) staff, assist the LAC in detailing and
establishing the facts of each case and follow up on leads presented to it by
committees and members. The Research Committee will serve as CAPA Liason to
both the NARA and Congress.
Public
Relations – will be based on East Coast - Washington D.C. and be responsible for all mass
media, social networking, daily and weekly updates of new research and news, a
monthly newsletter and all publications and advertising, as well as devising a
multi-media campaign strategy to promote our issues and candidates.
Fiscal –
the sole and soul purpose of the Fiscal Committee will be to promote all of the
above, ensure that the Committees have the money needed to achieve our goals and succeed in
the mission that the members have pledged to complete. The Fiscal Committee
will be responsible for membership dues and donations, seeking partners and the financial support of patrons, sponsors, grants and
foundations.
